It is a shame that it did not turn out better, but we have already talked about those issues.

Yeah, three losing seasons in a row. I'd have to say, it's time to retire system, until the NBA gives these teams incentive NOT to tank every year.

I have a solution. The 16 teams that make the playoffs still draft last, (picks 15-30) in the order they were knocked out, with the champion getting last pick. As far as the rest of the teams, instead of having a lottery, where teams are rewarded with extra ping-pong balls by playing shitty all year, then the draft order should be based on how teams finished overall. So the team with the best record, that DID NOT make the playoffs (this most likely would be the losers of the play-in games), would get the first overall pick in the draft. The team with the worst overall record, of those teams not making the playoffs, would get the last pick before the playoff teams pick (that would be pick #14). I would also get rid of this play-in game shit too.
This would absolutely force everyone to try to win their games all season long, because the best you could do by tanking would only be the 14th pick in the draft. Just a thought, and a place to start.
