Nadal is 10-2 vs. Federer on clay and 4-5 vs. Federer on other surfaces.
So yes, Nadal owns Federer on clay, but then, Nadal owns everyone on clay.
I don't consider it Nadal "owning" Federer. They've been clearly the top two players in the world for five years, and that's all there is to it. Nadal on clay is almost unbeatable and everyone knows that.
