Did you mean +110? Tipsarevic was -150 at my book. Oscar won in straights & generally I think is regarded as a clay courter vs. Tipsarevic who has had some success on clay, but I think plays better on faster surfaces.

Had to be a mistake. There may have been a slight chance that the line shifted in favor of Oscar Hernandez by the time the match started, but +1100 ... that had to be a mistake.
