Yes on paper she should win it but I wouldn't rule out that even the top seeded players can make an earlier exit than we all expect (like Wimbledon showed us) , with this in mind I would select your stake for this wisely so if 400£ is low to medium stake for you than I would go with it.

But all in all I have to agree with you IF she gets her shape and fitness back, playing on hardcourt and at home in front of her fans she should be on top of the list to win the US Open outright.
