Yes, it counts. Hopman Cup is an unofficial event so you can play for other country. Can't imagine Raonic winning a game, and the chair umpire announcing: "Game USA"...
*Note: I'm sure that Raonic will give 100 % in this match. Especially after his last match against Panfil.
