if i had a parlay with a local, and it consisted of cilic and 2 other picks. the correct way to grade it is to throw out the cilic pick b/c he withdrew and just pay out based on the other 2 picks parlayed, right?

That depends on what rules the bookmaker chooses to stipulate which the better then agrees to by registering an account and placing wagers.
