The event is in Thailand and unless i misunderstood or Tennis.com make a mistake this just does not making sense.
What is happening here? Most guy in this tournament surely rank below him.

I think they have to sign up for main draw 6 wks in advance, so he must have not expected to play in it or forgot to sign up.

Well Kevin has been really struggling and with 4 game losing streak he is most likely playing qualies to get his confidence up. I remember Melzer did the same thing earlier this year breezing through qualies at Zagreb to help get his confidence up. That's my guess
