Strange bookmaker attitude

I have a question, if the majority of the EU Bookmaker don't allow you to act like an arbitrage player (stake big value, roll on almost every market and also on very unpopular league), why they do affiliate with almost all of the arbitrage alert website?

I've often wondered the same thing but concluded that they don't care who their affiliates are. Or maybe they are quicker to limit/ban bettors brough to them through arb websites?

i guess that they hoping to affiliate this service for welcome a loser punter to limit before start winning.
