True... but back to BI. Every A service I believe is a primary service provider as well. Meaning it is their offices with the servers, wagering clerks, primary lines and line movers... that may also be what may be holding upa BI upgrade. Just saying...

A Books also tend to have B2B arrangements with other A Books, and BI apparently has no plans to join the big boys any time soon.
