I didn't have time to read all threads looking for this answer. A search of "heritage" didn't produce anything either.

I clicked on the Heritage banner under SBR's homepage and recommended books. I clicked on "open account" and it says that "Unfortunately, we are not accepting new clients from your country or region at this time."

Huh?

Upper right corner of their home page is the US number to call. If they aren't accepting customers from US, then why list a US number?

The US number is for US customers that already have signed up with them.
