The new spanish gambling law???

According to the BetFair forum(8 Pages) live betting and exchanges will be banned in spain on the 1st of January 2012.

Betfair will only operate as a back bookmaker in Spain and punters will have to pay a 16% government tax.

anyone know if this is is true as there is a lot of shit written on that forum?

Legislation was passed in Spain in the middle of last year which would be along the lines you describe but:

a) There are 3 or 4 separate legal challenges to it, including from the EU Competition Authorites.
b) It is intended that exchanges would be 're-legalised' during a second wave of licences at some point in 2012.
