Any of the A+ books at SBR are as solid as it gets. SBR ratings are right on, especially for the top books. That means if you win money you are going to be paid 100% of your balance 100% of the time. Unless of course you cheat with multiple accounts, etc, and they find out.

Come to think of it, I think in your case, you'd be able to get both a deposit bonus PLUS reduced juice, since IIRC you can still bet up to $50 on reduced lines if you take a bonus. Since your max is $40 anyway, it should work out perfectly for you.
