average book at best has declined from being a top book the important part is they do pay but takes 2-3 weeks to get your money

Payout speed is a 2. There are literally no books that I'd consider putting money into that pay out slower. In fact they've shown little regard for this aspect for over a year.

Low juice, but customer service is terrible, payouts are bad, and their casino is bad.

I would advise to stay away and stick with books like 5 Dimes, BetJamaica, and DSI (or of course Pinnacle for non-Americans).

Definitely not a top shop, but I think they could turn things around. If you have several outs already it may be worth checking out, otherwise there is no need to make this one of your main books.

Book is not run on the same level as a vegas sportsbook. In fact, not even close to a first class operation. Many other places to put your cash.
