I don't think these debits are card deposits effected by Betfair from the player's actual debit card, I think they're straight reversals, done by the bank at Betfair's behest. Look at the amounts - they're identical to the credits. We know this is an option for operators and financial mechanisms. While Betfair bashing is very much justified in this whole affair, I don't think accusing them of "illicit use of player debit card" is a road to anywhere. I don't know much about Portuguese banks, but I do know they're in a sorry mess right now on account of their rampant profligacy, so their righteous astonishment at how this terrible thing could have happened could well be them trying to shift the blame onto Betfair, rather than acknowledging that they authorised the reversals.
It's still rather odd, as I understand that UK banks do have this legal option and I'd have assumed it'd be common to all <shudder> European Union </shudder> countries, and as such the Portugal bank would have nothing to fear.
