no actually you can only go as low as 25 cents at 5dimes b/c i do them all the time and i've tried to do it for less. however you can also do 25 cent trifectas, exactas, dd's, p3's, p4's, and even win/place/show

MutuelsOnline.com and BetHarness.com are two that I use. YouBet as well, but I don't use them right now. Others are out there, but these are ones I have personally used.
