    "Their lines are horrible"
What does this mean exactly? How can the lines be terrible for both sides of a game? Is this too basic of a concept and I'm just missing it?

It's how far apart the two sides of the line are. If you go to a place like Matchbook you'll find some -101/101 lines. Where as at some regular books you might see some 20 cent differences on the sides. Hope that helps a little.

I would call vanilla (average on both sides) lines "horrible", because their is no value in that there is no number that you can't find someplace else at a better price.

How about extra vig like Bookmaker and Soccer ?

                That qualifies, IMO !

The only horrible lines are generic, non opinionated lines.
Books like SIA, Bodog, Carib, have GREAT lines.

What books would be considered lines are horrible.

I would assume legendz and bookmaker? Would betjamaica and thegreek count?

An example would be a book that hangs 20 cent lines on baseball. When I make statements like "the lines are horrible" I'm usually referring to moneylines.
