You can select "Min Deposit Less than $25" on the rating guide filters and you will see these 83 rated books

Nitrogen will take any amount but you'd lose a few dollars in fees

Heritage is $15 min for cards but you have to register it. I did a few deposits in range of $15 - $100 and had no problems.
