They would not... There is a same legal problem here in Turkey but they still accept Turkish customers( by ****, click2pay,paysafecard etc)

my **** works on full tilt, but i mainly just use the e-check and the cashout out bankwire. Very simple that way and never no decline!

Dude, it varies from bank to bank. It's likely that your bank was one of a few that decided to go UIGEA-compliant before the June deadline.

**** and ********** are owned by the same company, and neither are "banks". Companies like Citibank and CapitalOne provide the "financial backing" for credit cards. My debit card from Citizen's Bank (a ********** at the time) never worked on Full Tilt, so I had to use E-checks.

Have you tried emailing FTP support or calling your bank's customer service line?
