ibcbet and 12bet have same owner but sometimes happen that they have different odds mainly on draw 1x2 but over 99% odds are same

Yes they are same company.

IBC is for high stake wagering and need invitation/agent to get an account.

12bet is for others rather smaller EU players, becouse IBC dont want to deal with small staking/depositing/withdrawing things... Thats for 12bet.
