The last 2 weeks BTC payouts were really fast usually same day. I saw a thread that said a lot of books had picked up the speed. Now back to the old waiting more then 24 hours. Is it because BTC price is down?

It has nothing to do with BTC price. Price is inconsequential because they aren't holding any.
I find that these books are sometimes fast and sometimes slower. It's just the way of the world.
