Who takes higher limits..Vegas or pinnacle/bookmaker?

Is it over for the shapes trying to get down 25dimes on a non major college game? Not the sharps who get down a few dimes on the openers or what have you. I see high limits posted for plenty offshore books, but I hear they collar you once you get up 5 figures.. So that begs the question.. can anyone consistently bet and not get collared betting college straight bets anywhere (I’m not talking the major high profile major conferences..or NFL). I’m talking about East Carolina vs western Michigan or Creigton vs Illinois st in college hoops.. just throwing those out there for example.

Do the known touts and handicappers bet there own plays, and If so are they collared? Would they have runners? How can these book NOT cut limits of known winners.. unless they feel they will end up losing of course, but to welcome those who originate steams and such, why would they not cut their limits knowing they have to pay out every season

i've always wondered how much you can get down without much stress on games like that in vegas?....

and there are alot more obscure games than those you cited. those are mid-level type games basketball-wise although i do understand $$$-volume-wise they probably have more in common with obscure games.... what if you have really good feel for cal-bakersfield vs. UMKC? or UIC? how much can i get down on those?

i see reference elsewhere to the wizard of odds website...... i loved the book, assuming it's same author/blogger......... anyway, he said that coast casinos (ex-boyd, not sure who else) has highest limits in vegas. at least i think that's what he said. my very cursory googling brought up non-mega casino/hotels but not sure that necessarily matters.
