Any regular bitcoin exchange like Kraken.com or Bitstamp. Only problem is you need to wire the money to fund your account. Another option is localbitcoins which has dozens of payment options with different prices and fees. At localbitcoins you buy from other users.

Make an account at cex.io . Follow the instructions to verify your account/debit card. You can deposit USD dollars instantly(they take about 3.75% service fee I believe) and use their "Trade" page to purchase BTC with your USD. It's not perfect, but it's instant and as close to getting yourself 1-1 on your money that I have found.

Instant purchase with a card is high risk for the merchant. So there is nowhere that offers that with low fees.

Instant funding of an account so you can trade on an exchange can be found but you still cant move it out until your deposits have cleared at the places I have heard about.

With it being high risk for the merchant. Did circle have a list of disputed transactions after it closed?

Doubtful. Circle reduce the risk by requiring lots of ID and will report/sue anyone who stiffs them.

OP wanted to go somewhere and buy instantly.

True. I was thinking it would be hard to stiff them because they have your id your bank card number and always required a SMS verification after every purchase.

It would probably not be simple to get your bank to reverse a circle charge as they would show them all that proof as well.

A seller using a merchant account which is not authorized for high risk transactions does not have that option.
