I'm pretty sure they just say that as a general rule of thumb due to how long deposits can take but the funds from my last withdrawal hit the following day. Just my experience with CoinBase.

You can get a $200 instant buy limit if you scan in your ID and verify a credit card as a back up. After you purchase 2k worth of BTC they raise your instant buy limits to 1k.
