Unibet doesnt take Portugal Its all about licensing in these places and the books need to be compliant to keep licensing up in their major markets. Romania going through something similar. We all know what happened in the UK last year.
Current Portugal players at Unibet are able to keep playing right now. It seems that they figure they earned those players under the old rules so should keep em.
