I think ARJEL is the French regulator, and only certain companies are approved to operate in France. Maybe wrong though. Pinnacle are not one of these companies.
Got any friends in England who can open an account for you? If you're serious about gambling, you could move here for 6 months, open a bank account and get a utility bill in your name.
Should be good to go then... don't think the French ISPs block access to other, unapproved gambling sites

I assume he want to register on pinny , although he is French. ARJEL blocks accessing betting sites from France, so maybe some proxy could resolve this. But I think that pinny does not accept French customers, so no way, maybe some other bookmaker.

Pinnacle does not accept French customers so... I don't know if you can do it. It's not even advisable to try and do it.
It's the same dilemma Americans have. Maybe you should do what they do: use offshore books like 5dimes.
