As you are referring to the "history" of a particular entity, you are inherently referencing the past. Instead of incorrectly using the present tense when you wrote "is", perhaps you should have gone with "has there been" so that readers of your commentary could understand what you are trying to say. Additionally, "worse" would be a much better word choice than "worst" if you want anyone to attempt to provide some sort of logical response to your query.
