You give money to Egypt (directly to the Egyptian military) too gain leverage over them (so they will do as you say). You want Egypt to keep the border crossing with Gaza closed. You don't want them to attack Israel etc. Giving money to another country is always about gaining leverage over that countries policies and has nothing to do with charity.

I understand there are international reasons but my point is why is the US always picking up the tab for this stuff? Who made us world police and why are we paying for it. Having troops in South Korea, Germany is expensive, but it gives you leverage over the host nation. Remove the troops and soon they will stop doing as you say.

It's an expensive way to gain leverage, but America is a rich country you can afford it.
