Yes they absolutely can. The ways to become one have changed, and as a result really are a pain in the ass. After my pro membership runs out I probably wont reup due to not being able to deposit in a book to qualify.

The $200 deposit into a book was taken away not too long ago. To become a pro - for a US citizen, it is absolutely insane.

I got my pro membership by putting $200 in 5dimes. Can't do that anymore if I wanted to.
