I dont know anything about the belarussians .
About Israel they are playing without their 3 best players :
Omri Casspi ( plays for cleveland )
and without Lior Eliyahu ( plays for maccabi tel aviv , but he is in the NBA summerleague with the T'wolves) so he will be missing as well .
and Yotam Halperin , played last year in russia . gonna play in germany next year .

also our center , Yaniv Green will be missing . so its like 4 startes wont be playing in this match .

so .. israel not really in perfect condition for this match ..
but thats just friendly match .. so who knows ...
like I said I have no idea about belarus , but if they are decent . so +9.5 points seems solid for me .
too much key players are missing for israel .
