I believe they are setting up their own licencing regime. It is very restrictive though and among other things has a maximum of licencees or something silly like that. I know Betfair has been granted a licence in one of the states, so hopefully they will have a decent option with if/when all European bookies shut them down. Though it was not clear to me whether they would be allowed to use the exchange or their new fixed odds alternative. Paddy are likely closing German accounts either out of respect (yeah right) of the German laws, or because they one day want to improve their chances of getting a German licence should they apply for one.
