How could they not? The shot clock is literally never reset to 24 after a jump ball.

Actually he's no different than you or I talking to one of his boys. Funny they didn't cut the audio after the first one. Close this out Heat!

The clock was at .8 seconds yet it's reset to 5 seconds. Most posters in this forum did not even know that rule.

Most these posters don't play in the NBA.

But I did notice it reset to 5. Not all Westbrook's fault, team and coach should of been making it known.

it is Rule #7, Section IV (e) (Page 29)

The 24-second clock shall remain the same as when play was interrupted or reset to 5 seconds, whichever is greater, any time on jump balls retained by the offensive team as the result of a held ball caused by the defense.

It's a bullshit rule but it's better than when it reset to 14 seconds back in 2003 and the 24 seconds clock reset a long time ago. It's hurts the defense. You force a jumpball with one second on the clock(which would be great defensive/hustle play) then they win the tip, and get an additional 5 secs to run a play instead of the one second that was originally there.

Horrible rule but Westbrook should have known that it wouldn't reset back to 24 and no reason to foul in that spot. Scotty Brooks has looked like shit in this series. Totally out of is element.
