But the RNC laid it out to all the candidates on where the nominee would be selected and Paul agreed to the modernization being done....caucuses are being eliminated soon and they let it be know the non emphasis on them months ago. It's a technicality that eve Paul himself realizes...thats why he A) said he he knows he will never win the White House and B) he stopped his campaign already except to keep getting his word out there.
