vegas doesn't "give rooms away for free" any more unless you have play on a card on that visit or previous one that warrants it

vegas gives drinks away for free too but sometimes it's not worth the hassle of waiting for the waitress to come back, tip, etc

just like sometimes it isn't worth the hassle of pulling out the player's card every time you sit at a poker table/blackjack/etc and try to build up enough points where they'll give you free rooms
