You see the same thing in hockey

If a guy has a breakaway and gets slashed and doesnt get a good scoring chance = penalty shot
If a guy has a breakaway and gets slashed and gets a good scoring chance = no call or 2 min penalty

You never get a penalty shot after a good scoring chance, no matter what the defender does to you.
