Automatic Rifles, although available, are extremely expensive and well regulated by the ATF. The one in the video is semi-automatic (self loading), it fires as fast as you can squeeze the trigger.

I've attached a video of someone "bump firing" the SR556, an automatic version (gunsmithed but illegal) would be even faster.
