Does this give you a push when the team wins by 1? Or is it a half and half thing?

Yup. If you bet $130 on that line, your wager is actually split in half : $65 on -1 and $65 on -1.5.

If the fave wins by one, you push one half and lose the other.

Exactly, you get half bet at each line. I played Asian line myself today with Chelsea -1 and 1.5 -105
