With all the problems the banks are having, monitoring their transmittals may be on the bottom of their lists of things to do. Even before the collapse the ABA was pressuring Congress to drop the transfer aspects of UIGEA

the Bank will not care about that any more, they don't have people just to sit there and monitor offshore
