lots of factors go into all this. Population density, big cities, demographics, religion to name the biggies.

if you got a big cities with lots of blacks, and lots of hippie-free thinkers that will tilt you towards blue (thank industrialization movement)

if you got mostly Christians no matter how many black you'll still be red in the south. see texas and other bible belts

if you are Texas and you got both. the Oil keeps you VERY red

i think he suspended it due to money issues, i believe its easier for him to get rid of his debt that way.
