Yes, people are. And the gambling addiction many times isn't about the $, it's about the action. So to many people, a $100 FP brings the same rush/high that a $1000 real money wager would. Plus there's always the pipe dream of eventually withdrawing without ever having to make a deposit (which never happens btw)

I've withdrew at America's Bookie, Heritage, betislands, 7red(not sure if that's the right name), 1vice(not sure if that's the right name), WSEX(ha true!) and betphoenix....without ever making a first deposit. Not all had max cash-outs. And even if I have 10 million and a book is gonna offer me $250, I'm gonna take it.
