No different than the staple for 'sharp'/math guys of phrase...regression to the mean. Theyre basically the same thing.

They both assume a team isnt going to be as good or bad as they are and will eventually 'even out' themselves. Both are fallacies. Although a talented team that has been on a losing streak has a much better chance of winning SU against a mediocre team than a guy who is picking games has of winning a bet.
