Sack Prop Question

Do sacks count in the prop bet even if they are negated by penalty? In Pitt/Clev game Roth got sacked but it was negated by the fact that his facemask was grabbed during the sack and resulted in a 15 yr personal foul penalty, does this count as a sack for the prop bet?
