Yes. I believe the cut off will be around august 3rd.

I'm local but don't live close to downtown. It's a lot easier for me if I have a room at the Nugget (two years ago I slept through all the stuff, which wouldn't have happened if I had a room). If there's a shortage of rooms or it's costing SBR a lot of $ though, I'm perfectly okay with giving up my room for an out of towner.

I opted not to take a room as well. I can get my room comped, so no reason to tie up a room that a fellow brethren might use.
