Set up an end of season tournament for the Worst teams, that way some team gets to end the season feeling good about themselves.
Right now I see a 6 team tourney:
from the East - Detroit, Cleveland, Toronto, Washington, and New Jersey
from the West - Utah
You can't go by record because the HORRIBLE East teams get to play each other.
This could be a huge money maker - the marketers and late-night comedians will love it.
