Should B2B tran$fer be subject to the NO bonus rule?

i understood when it was easy to get $$$ offshore but if a book makes it hard to get $$$ to them then they should offer the same bonus for b2b as other methods

I dont know of any books that offer full bonuses on b2b transfer and it sucks. Also have to deal with getting hit with conversion fees because a lot only transfer in US$.
