The country has more arable land than South Korea does. Subsistence farming is the only 'job' most North Koreans have ever done and yet they can't reach self-sufficiency in terms of food. That has nothing to do with sanctions.

More investment in making tractors and less on tanks would help, no?

That was in Pyongyang where the government employs/feeds just about everyone. I am quite sure that the threat of losing their job for not crying loudly enough on camera is enough to persuade most to do so.

Also, it is not just "our" media. Even the Chinese government/press (90% of the few who escape North Korea go over the border with China) acknowledges the desperate situation.
