Its actually $500 to around 35k. Maybe technically it isn't welfare, but it's an entitlement and a joke.
Rewarding people for having a kid they can't financially support, and then rewarding them for having more with an even bigger check? As with other entitlements, it is widely abused, woman having 6 kids then claiming 2 on her tax return, then letting her sister claim 2 on her return, and her grandma claiming 2 on hers, giving them a piece of the big payment and getting around the maximum children that can be used. Meanwhile responsible taxpayers get screwed.
