the Police will always have a big budget in the "land of the free." How else do you explain that the U.S. imprisons more of its people than any other country in the world? More people, as a percentage of the total population, are in jail in the U.S. than even the poorest countries with the most brutal dictators. It's part of the Puritan/U.S. culture to put everybody in prison. A few dead dogs won't change that.Comment -
