Wasnt downey a white city in the 80s 90s They dont even have a sur hood there that i know of. Norwalk on the other hand yeah i can see norwalk being a tough place with the one way met some grimey southsiders in the walk
No. Downey has been white/ Mexican since the 70s, and most mexicans that live in Downey are white washed anyway. My "cousin in law" lives there and pretends she can't speak Spanish.. and even west Hollywood/ Beverly hills has a sur hood..
