Although tanner is probably the authority, I spent the first 22 yrs of my life in Baltimore and can give a few tips.
-Johns Hopkins University is very close to Towson; if your son is interested in applying, this is a great chance to look around during the day tomorrow. The main undergrad campus is just south of Towson along Charles Street.
-ESPN Zone is in the Inner Harbor area; just go south on Saint Paul Street and you'll hit it. You can watch game 7 there (I've never been though).
-National Aquarium is near ESPN Zone; it's the triangle roofed building. If it's still open, I'd check it out (cost some money though).
-Obrycki's is a famous (but pricey) restaurant to try the famous "Maryland steamed crabs". If you want the real thing, and willing to venture towards "The Wire"-esque neighborhoods, you want to go to the Monroe Street "crab shack block". Just walk/drive directly west along Lombard and take a left onto Monroe. Scary neighborhood, but the best crabs (I recommend Sea Pride).

Your best bet for this type of activity would be a block south of City Hall.

You couldnt of picked a worse city for a 17 year old. Id say... Take him to Lake Trout. Have a solid meal. Then go to the hotel. Nothing much else to do plus its cold as **** out MD right now pal. Save your money and potentially your ******* LIVES by staying in tonight.

Have a good one, and do be careful (LostBankroll is very correct regarding the danger there). Do not stray far from Charles, and don't go too far South along York Road.

I would just go to the inner harbor, take a walk and eat at Phillips.

The Block
or get on the JFX and take the North Ave exit head down to Greenmount ave-all kinds of goodies over there
actually if you are with your 17 year old the inner harbor or the Towson town center are your best/safest bets
