i would say Hong Kong. do you know there are 4-5 speed boats goes from hong kong to macau every hour 24/7. that just tells you how much those people like to bet. plus hong kong is a place where money is the king...sorta like singapore, but in singapore you get whipped for minor offense, so i wouldn't try anything shady there. just go check out the streets near the financial district, every other car is a Benz. if you get a nice list of clients, you'll be set for life.
